How do I gain access to the Tata Steel site in IJmuiden?
Are you a visitor, supplier or contractor of Tata Steel? Then you need an access badge to enter our company premises.
There are two types of access badges:
- Day badge
- Tata Steel ID badge
Every visitor to the Tata Steel site in IJmuiden needs a personal invitation from Tata Steel.

BIN process for contractors or subcontractors
If your company does work for Tata Steel and there is a direct client-contractor relationship, your company must apply for a Company Identification Number (BIN) through the Vendor Qualification process of the Procurement Department.
Only once your company has a BIN (Company Identification Number) can your employees apply for a site access pass.
BIN applications
Please select the form that applies to you. Enclose as an attachment:
- Recent Chamber of Commerce (not older than 1 month)
- Copy of VCA/VCU/SCC or ISO45001: 2018 company certificate
- Are you self-employed? If so, please send a copy of your VCA full diploma
- Declaration of relationship from client
BIN application subcontractors
Your company performs work for Tata Steel, but does not have a direct relationship with Tata Steel.
This application form is also for freelancers (ZZP-ers) and temporary/staffing agencies.
📄 BIN request subcontractor (cat.2)
Subcontractor with a relationship with companies based on the Tata Steel site
Your company only has a relationship with companies based on the Tata Steel IJmuiden site and only carries out work at the client's site. Your company does not carry out work at, or for, Tata Steel.

REGULATIONS QHSE
Tata Steel Regulations
Within Tata Steel IJmuiden B.V., regulations on quality, health, safety and environment, insofar as they are in force within the results units of Tata Steel IJmuiden B.V., are laid down in the Quality, Health, Safety and Environment (QHSE) Regulations. Suppliers to the result units of Tata Steel IJmuiden B.V. must comply with these regulations. The QHSE Regulations, insofar as they also apply to suppliers, are published on the company portal https://tsecontractors.powerappsportals.com . Access to this portal requires login details, which can be requested via werkvergunningadmin@tatasteeleurope.com.
For contractors' drivers, who transport finished products to customers for Tata Steel IJmuiden, there is the possibility of obtaining a permanent pass through the Driver Badge procedure, watching the driver film and taking a test, instead of regularly collecting a day pass.
Rules
- The driver in question must visit the IJmuiden site more than six times a year.
- The company in question must carry out the work under contract with P&O Ferrymasters.
- The application for a permanent pass/Driver Badge must be made in writing using the appropriate Tata Steel ID application form.
- The driver must report to the Tata Steel Safety Centre, where valid identification must be presented (passport or ID card; driving license is not valid).
- The driver must watch a safety film (duration approx. 20 minutes) at the Safety Centre and answer the associated questions correctly.
- Advance registration in the Safety Centre's agenda is not necessary to obtain the permanent pass.
The driver must have the following with them:
- Tata Steel ID Card application form
- Employer's statement for Driver Badge purposes
- Relationship statement from P&O Ferrymasters
- Identification (passport or ID card; a driving license alone is not sufficient)
Your company must also have a valid Tata BIN (Company Identification Number). See the Contractor tab for more information.
For companies whose BIN application has not yet been completed, it is possible to carry out the work on P&O's BIN with written permission from P&O. For further information regarding the procedure and the required documents, please contact your client/contact person at P&O Ferrymasters.
From 30 July 2020, EU regulations stipulate that additional employment conditions apply to posted workers. There are a number of additional obligations for foreign employers who post workers to companies in the Netherlands, such as Tata Steel in IJmuiden. All posted workers must be registered with the government via the system set up by the government for this purpose.
For more information about the Posting of Workers Directive, the notification process and what is required of you as a (main) contractor, visit postedworkers.nl. This website allows employers abroad and relevant self-employed persons from the EU, EEA or Switzerland who have a temporary assignment in the Netherlands to submit a notification online. The website also provides information about posting workers to the Netherlands.
Furthermore, information and a number of guidelines necessary for reporting can be found in the brochures below. Take action where necessary. Failure to comply with the secondment directive means that your seconded employees on site will not be able to carry out their planned work.
We refer to “secondment” when an employer based abroad in the EU, EEA or Switzerland seconds their employee(s) to the Netherlands for a temporary assignment or contract with a Dutch client.

Posted workers information for Service Providers and Contractors
It is the obligation of any foreign service provider who will perform activities in the Netherlands to have certain documents available at all time. This document is an instruction for those performing services on one of our sites in the Netherlands.
When performing services on one of the Tata Steel sites first please ensure that you have with you or available to you digitally:
- A copy of your original employment contract
- A recent payslip or payslips
- Registration of worked ours
- A1 ( certificate of coverage for social security)

Checklist for the Posted Workers Notification
The Safety Centre is part of Tata Steel's safety policy in IJmuiden, which is based on the principle of returning home safely and in good health. When renewing an access pass, only a recent relationship/employer statement detailing the type and duration of the work needs to be submitted.
- The E-learning ‘Safety Centre’ course will make you aware of the specific risks on the Tata Steel site in IJmuiden. The E-Learning course provides all the information you need to take the safety test.
- You then make an appointment for the test at the Safety Centre in IJmuiden.
- After successfully completing the test, you will receive a Tata Steel ID badge.
- You will then be allowed to enter the site. This safety instruction is valid for two years; the validity period of your Tata Steel ID card depends on the terms of your contract.
Step 1: E-learning
As a new or external employee, you must first register using the registration form to gain access to the E-learning. The E-Learning can be found on the Plusport learning environment.
Existing employees can find the E-learning in Peoplelink as E-learning Safety Centre (COURSE HSE-IJ-TSTC-0146) in Dutch and English.
Step 2: Register for the Safety Centre
After you have completed the E-Learning, you can schedule an appointment in the Safety Centre Agenda for the safety test.
